Here's why this might be happening:

New Rules and Processes:
The Windsor Framework requires businesses to follow specific procedures for moving goods between Great Britain and Northern Ireland, including providing additional data and potentially paying duties or VAT. 

Administrative Hurdles:
These new requirements can add complexity and administrative burdens for businesses, particularly small and medium-sized enterprises, making it more challenging to manage shipments. 

Temporary Suspension:
Some businesses may be experiencing delays in implementing the new procedures, leading to a temporary suspension of deliveries while they adapt. 

Specific Restrictions:
Certain types of goods, such as those at risk of entering the EU, may not be eligible for the simplified processes under the Windsor Framework, requiring full customs procedures. 

Retailer Discontinuance:
Some retailers, particularly online marketplaces and those in the UK, have stopped delivering to Northern Ireland due to the new rules and additional administrative requirements, as noted by the Consumer Council for Northern Ireland. (July 2024)
